Paul Cayler has over 25 years’ experience in California local government. He started his career as an administrative intern at the City of Redding while a college student.  Upon graduation from college, he went to work in the City of Redding’s General Services Department where he was responsible for the City’s early recycling and household hazardous waste programs.  In 1992, Paul moved to Mendocino County to become the Solid Waste Division Director where he was in charge of a number of critical projects, such as solid waste ordinance reform, collection franchise agreement development, and landfill closure. Paul took a great interest in issues related to river cleanup projects.  He led the effort to improve recycling and source reduction at the County’s system of small volume transfer stations.  In addition, he was in charge of the Hopland disaster cleanup effort after the 2006 New Year’s Flood. In 2002, Paul led the successful re-organization of the Solid Waste Division into the Mendocino County Department of Transportation where he served as a Deputy Director of Transportation. In 2006, he transferred to the Mendocino County Executive Office to serve as a Deputy CEO.  In this job, he was assigned to cover public resource issues and the County’s legislative program.  Paul went to work as the Willits City Manager in 2008.  He successfully led the City of Willits through the Great Recession.  Due to staff reductions, Paul served as the City’s Public Works Director in addition to his duties as City Manager for over three years.  Major projects Paul led while in Willits include the Willits Sewer Treatment Plant Project, the Railroad Avenue Bridge Project, East Commercial Street Improvement Project and the Central Street Improvement Project.  In July 2013, Paul was appointed the permanent Cloverdale City Manager after six serving months as the Interim City Manager.  Paul’s accomplishments in Cloverdale include the Bear Republic Brewing Company public-private partnership for water development, numerous economic development and outreach to the Latino community.  Paul is a member of the Cloverdale Rotary Club.

Paul is a graduate of California State University, Chico with a Major in Public Administration. He is a member of International City/County Management Association and a graduate of UC Davis Extension’s Leadership Development Program.

 Paul has been happily married to his wife, Eleanor, since 1991.  Paul and Eleanor have two sons.  Their older son is a Research Analyst for Sierra Nevada Brewing Company, and their younger son is a US Marine stationed in Okinawa, Japan.  The family’s canine companion is a female chocolate labrador retriever.
